Catchment Protection Technical assistance to AFD for the implementation of projects under the European EUROCLIMA+ programme

EUROCLIMA+ is a European Union programme set up to provide a political and technical response to tackle the effects of climate change in 18 countries in the Latin America and Caribbean region. AFD manages part of the programme’s funds through 4 components that include water management for urban resilience and disaster risk reduction. AFD is responsible for implementing and monitoring 6 projects (4 and 2 per component respectively).

Type of service provide :

The resident technical assistant and his pool of experts supported AFD with overseeing and implementing the 6 projects financed by Euroclima+, and also helped to organise regional events and implement a communication plan for the programme.

  • Coordinating the selection process for projects funded under the Euroclima+ programme (drawing up a project shortlist and issuing restricted calls for tender);
  • Developing the timetable and relationships with beneficiaries and local agencies and teams, assisting with contract set-up for selected programmes, clarifying needs and drafting terms of reference;
  • Supervising and monitoring AFD projects by defining objectively verifiable indicators and objectives, developing a regular coordination mechanism and a data management system to record performance and ensure adherence to deadlines;
  • Bringing in technical expertise and working to build beneficiaries’ capacities based on the needs expressed;
  • Ensuring good communication between the various stakeholders involved in each component and overseeing the organisation of regional events, communities of practice, consultation workshops and sector working groups.
