Economiste spécialisé dans la gouvernance des organisations, Laurent est aussi et surtout un expert très impliqué sur de multiples missions de coordination de projets auprès d’ONG de solidarité et fort d’une expérience opérationnelle en Afrique de l’Est et en Asie du Sud-Est, dans les secteurs de l’accès à l’eau et à l’énergie. Au Malawi sur un programme de maintenance des points d’eau étendue sur un tiers du pays et qui concerne un parc de 12,000 pompes., il forme et suit avec son équipe un réseau de 250 mécaniciens, organise l’importation et l’acheminement de pièces détachées dans les zones les plus reculées de la Région Centre, et conçoit des outils innovants qui permettent la réfection des pompes fortement endommagées. Au Cambodge entre 2016 et 2018, il lance puis dirige un programme de développement avec pour objectif de rendre accessible l’électricité solaire aux populations des districts de Kampong Speu et Kampong Thom. Il obtient l’accréditation du programme Green Microfinance de l’AFD, qui permet au projet d’être appuyé par plusieurs institutions de microfinance, et toucher ainsi une large population. En Ethiopie de 2018 à 2022, en tant que chef de mission, il coordonne une quinzaine de projets (accès à l’eau potable en zone rurale, en conception de réseau gravitaire, dans la mise en place de modèles de gestion participative, de tarification de l’eau, de maintenance des réseaux, et d’appui à l’agriculture familiale, avec prise en compte des enjeux fonciers sensibles dans la Région SNNPR. Laurent met ses qualités de planificateur au service des gestionnaires éthiopiens ce qui permet à ces projets d’obtenir une mise à l’échelle grâce à un appui financier complémentaire et un doublement des activités. Ces expériences font de Laurent un gestionnaire de projet très attentif aux préoccupations tant opérationnelles que stratégiques de ses interlocuteurs et des parties prenantes. Il rejoint l’équipe d’Hydroconseil en 2025.

Tiavina is an economist specialized in operational urban planning. For several years, she has been committed to projects aimed at improving living conditions in urban areas, particularly in informal settlements. Her expertise includes infrastructure rehabilitation, post-disaster resilience, and the integration of social and environmental issues into urban development. She is involved in all stages of the project cycle, from planning to execution, combining multi-stakeholder coordination, field monitoring, budget management, and evaluation. Her rigorous approach—both technical and organizational—enables her to support complex projects, ensuring their feasibility and local relevance. Tiavina has contributed to various international public and private projects, in collaboration with institutional, community, and non-profit partners. She has notably distinguished herself in the implementation of resettlement and compensation mechanisms following natural disasters, developing solutions tailored to local contexts and the rights of affected populations. She regularly works on water, sanitation, and urban infrastructure strengthening issues, providing strategic support to project teams. Her work is guided by an inclusive and sustainable vision of urban development. In 2024, she joined Global Development to oversee the operational follow-up of the Resettlement Action Plan (RAP) for the SDAEP project in Madagascar, leveraging her expertise to ensure a socially responsible and technically sound implementation.est économiste spécialisée en urbanisme opérationnel.
