Towards sustainable and resilient water resources management
Libya faces extreme water stress due to its arid climate, limited surface water resources, and heavy reliance on groundwater, a largely non-renewable resource. To address the growing challenges related to water availability, increasing demand across sectors, and the impacts of climate change, the Government of National Unity initiated the development of a National Water Security Strategy based on the principles of Integrated Water Resources Management (IWRM). The strategy aims to ensure the sustainable use of water resources, strengthen the sector’s resilience, and improve water governance at the national level.

Conducted a comprehensive assessment of conventional and non-conventional water resources, including both quantity and quality aspects.
- Analyzed current and future water uses and demand projections.
- Evaluated water production, transmission, and distribution infrastructure.
- Assessed water production costs and energy requirements across the sector.

- Facilitated stakeholder consultations and participatory workshops.
- Developed the National Water Security Strategy and its long-term action plan.
