Extend the capital’s pre-collection system by revising its management model and training stakeholders with a view to extending the service.

This is a regional UN programme to expand primary waste collection in Monrovia, Paynesville and their outskirts through the use of small private operators. The project aims to build stakeholder and service operator capacities and develop recycling activities. It is being coordinated with the World Bank secondary waste collection and waste treatment project that is being implemented within the same area.

Type of service provided :

  • Conducting a literature review of the projects implemented to set up this primary waste collection system, holding semi-structured interviews and focus group discussions with small private operators;
  • Identifying current barriers to maintaining and expanding the service;
  • Revising the small private operators’ management models to enable service expansion;
  • Consolidating the administrative procedures and level of formalization required to ensure the coherent development of primary waste collection activities;
  • Assessing capacity-building needs and preparing a training plan for small private operators;
  • Jointly producing a service expansion action plan.
