Updating the national water sector strategy

The Palestinian Water Authority was established in 1995 to regulate the water sector, manage services and protect water resources. In 2009, the Cabinet of Ministers of the Palestinian National Authority approved a « Reform Action Plan » to define and implement a comprehensive programme of institutional reform in the Palestinian water sector. PWA was appointed to lead the reform process. In 2012, PWA therefore developed the National Drinking Water and Wastewater Management Strategy for Palestine. Although much progress has been made since the publication of this strategy, there have been many challenges and changes to the political, economic and institutional situation, which have also affected the water sector. These changes have made it necessary to update the water sector strategy, objectives and priorities to ensure appropriate water service planning and development. Funded by the World Bank, the aim of this assignment is to update the national strategy for the water sector in Palestine.

Type of service provided :

The objective of the assignment is to provide the Palestinian Water Authority (PWA) with an updated and comprehensive national strategy for the water sector that details the policy objectives for the next 20 years, and takes into account resource, security, climate change and gender constraints.

The activities carried out are as follows:

  • Mapping the institutional stakeholders involved in water and wastewater management;
  • Studying the available water resources (quality and quantity);
  • Assessing the current service levels and the water sector’s economic and institutional environment;
  • Developing a strategy with water management stakeholders in the West Bank and Gaza, including agricultural sector stakeholders (Ministry of Agriculture and farmers);
  • Defining national water management priorities that take into account IWRM, climate change impacts, and existing gender constraints;
  • Presenting the national strategy to water management stakeholders.

Monitoring and evaluation

Design and implementation of project, program, strategy/policy or portfolio evaluations. Considerable experience in multi-country assessments and global monitoring programs ( GLAAS , Country Status Overviews , Blue Books, etc.)
