Institutional technical assistance to the Enugu Water Company
As part of its strategy to support improvement of the urban water supply sector, AFD has provided funding to Enugu State for the World Bank-financed 3rd National Urban Water Sector Reform Project (NUWSRP 3). This project aims to provide institutional technical assistance to the Enugu State Water Corporation (ENSWC) to improve both access to water services for the population of Enugu and the financial viability of the Water Corporation, and to improve sector governance.
Type of service provided :
The objective of the technical assistance is to increase the autonomy of ENSWC and conduct an in-depth, multi-level reorganization of the corporation to improve its effectiveness and efficiency:
- Supporting the development and implementation of new statutes for ENSWC and local water agencies;
- Implementing a new social pricing policy, a new financial model for ENSWC and cost recovery measures;
- Preparing a 3-year performance-based contract between Enugu State and ENSWC and preparing a 5-year business plan for ENSWC;
- Assisting with the preparation and implementation of a human resource redeployment plan;
- Developing Private Sector Participation (PSP) models.
