Assessment of the natural risks threatening the operation of water and sanitation services in two regions
The AFD and the Ministry of Construction, Housing and Sanitation (MVCS) signed a technical cooperation agreement in 2018 to improve access to drinking water and sanitation for the people of Peru. IOWater is the partner in charge of implementing the technical expertise fund (FEXTE), part of which is being used to finance the support study for natural risk management.
Type of service provide :
Supporting water and sanitation service providers in the regions of Cusco (6 operators) and Arequipa (1 operator) with assessing the natural risks to which they are exposed and which threaten both the integrity of their infrastructure and their service operations.
- Reviewing the available regional-level data available on hazards, infrastructure and its operational status, and on risk management processes currently used by service providers;
- Segmenting water and sanitation networks and describing their operational status; developing analytical models for describing and presenting hazards, vulnerability and risk; producing a cartographic atlas broken down by region and by provider;
- Organizing field survey campaigns (4 teams x 16 days) to inform the assessment: conducting surveys of non-geo-referenced infrastructure, determining its vulnerability, carrying out participatory risk mapping with local communities;
- Submitting a natural risks assessment study, set out by region and by service provider, and providing geo-referenced databases;
- Organizing a collaborative, multi-stakeholder workshop to brainstorm potential prevention and reduction measures;
- Formulating risk prevention and mitigation plans, set out by region and by operator, which included a budgeted and timed action plan, a monitoring framework, and an investment plan.
