Reducing Non-Billed Water (NBNW) in secondary towns, a sustainable approach

The aim of the project formulated by the Hydroconseil-Ax’Eau consortium and financed by the Fonds d’études et d’Aide au Secteur Privé (FASEP) is to build the capacity of Madagascar’s national drinking water distribution company, JIRAMA, to reduce the physical and commercial losses associated with drinking water distribution in the country’s secondary towns.
In consultation with JIRAMA, the city of Tamatave (the country’s second largest city in terms of population, with over 300,000 inhabitants) has been chosen as the site for this pilot project.
The aim of the project is to carry out a diagnosis and draw up an action plan to reduce JIRAMA’s technical and commercial losses, in particular by building the operator’s capacity in this area and providing support for the implementation of an action plan to reduce water losses.

Type of service provided :

The services provided by the consortium covered :

  • Carrying out a diagnosis and assessment of the technical and commercial performance of JIRAMA’s management and water networks in Tamatave;
  • Drawing up a short, medium and long-term action plan to improve its technical and commercial performance;
  • Support for JIRAMA in implementing a short-term action plan (targeted leak detection, improved knowledge of water assets, mapping of user meters, improved meter reading and information management practices, etc.);
  • Implementation of a capacity-building and skills enhancement programme for JIRAMA aimed at developing local skills associated with leak detection and service performance;
  • The development and implementation of a communication plan aimed at the general public (communication on social networks, in the local press and in specialist magazines);
  • Drafting the tender documents for the actions deemed to be priorities.
