Evaluation of UNICEF’s global strategy for access to water in rural areas and small towns

Drinking water supply has been an important part of UNICEF’s program and advocacy work since the 1960s. Since the mid-1980s, UNICEF has assisted more than 90 countries to improve community water supply and it has been increasingly investing in rural water supply since 2000. Key corporate water supply commitments and approaches are defined in the 2006-2015 global WASH strategy. Going forward, water supply in rural areas and small towns will continue to be prioritized through both regular programs and humanitarian action, as reflected in the draft version of the next UNICEF global WASH strategy for the period up to 2030.

The aim of the project is to evaluate and reflect on lessons learnt from the previous strategy in order to inform UNICEF’s current and future work to improve water supply for children and their communities around the world.

  • Developing a specific methodology for the evaluation, taking change theory into account, through an extensive literature review and initial assessment of key stakeholders’ views;
  • Conducting an in-depth analysis of the RWS strategy in eight countries, focusing on six evaluation areas: relevance, effectiveness, efficiency, equity, sustainability and innovation/upscaling and this through field visits and interviews with national and
  • Using tools (online survey, qualitative interviews) to gain a more in-depth understanding of the way the RWS strategy has been designed, implemented, monitored and evaluated, particularly from the point of view of external partners;
  • Producing a comprehensive evaluation report to build on the lessons learned from the first few years of RWS strategy implementation;
  • Facilitating a workshop to discuss the main evaluation findings.
