Interim and final evaluation of the CICLIA (cities and climate in Africa) project preparation facility
African cities are exposed to the impacts of climate change due to the large concentrations of people often coupled with poorly adapted infrastructure. In this context, the CICLIA Project Preparation Facility is financing studies aimed at implementing projects or urban strategies promoting climate change adaptation and mitigation with climate co-benefits. Co-funded by the European Union (EU), the Swiss Cooperation (SECO) and the French Development Agency (AFD), the CICLIA facility was created at the end of 2016 and targets sub-Saharan Africa. In this context, Urbaconsulting has been mandated to carry out an intermediate (after 4 years) and final (after 6 years) evaluative capitalisation study of the CICLIA facility.
Type of service provide :
- Conducting a qualitative analysis from interviews carried out with AFD project teams and technical departments, external service providers and national stakeholders;
- Analysing the facility’s objectives, the studies funded and their impacts on national strategies and projects for urban development;
- Assessing the impact of the studies funded on AFD capacities to set up urban projects and incorporate climate issues into the funded projects;
- Evaluating the facility’s instrumental aspect: mobilisation process, quality monitoring, communication, funding allocations;
- Producing operational recommendations for optimising facility implementation and exploring the option of extending the use of the funding instrument;
- Delivering a final evaluation/lessons learned report of the facility, presenting the evaluation findings, evaluation summary and information on the case studies used.
