Evaluation of a cluster of « urban flood prevention » projects and capitalisation on the results
The service refers to the « Learning » dimension that AFD implements to improve the effectiveness and efficiency of its projects. The service goes beyond a simple classic evaluation, as it allows a transversal vision between several countries of intervention located in Central Africa and favours the expression of the points of view and expectations of two AFD divisions (Water and Sanitation; and Cities). In this context, AFD requested this thematic evaluation as part of its strategic reflection on the Integrated Flood Risk Management (IFRM) sector in urban areas.
Type of service provide :
The work is carried out in three phases:
- A classic evaluation providing an independent assessment of AFD’s intervention in 8 projects, paying particular attention to the relevance and coherence of AFD’s strategic orientations and operational choices, as well as the effectiveness, efficiency, sustainability and impact of the projects supported (OECD criteria). Four deliverables were prepared (one per country).
- A critical analysis of AFD’s positioning in the sector, through the analysis of a wider range of projects, which draws conclusions and makes strategic and operational recommendations on future approaches to be adopted by AFD in the urban flood prevention sector. A prospective capitalisation deliverable was presented.
