Retrospective evaluation of AFD’s interventions in the irrigation sector from 1983 to 2017
Since its creation, the irrigation sector has been a major area of intervention for AFD, whose logics and implementation strategies have evolved over time.
Type of service provide :
The main objectives of retrospective evaluation are operational learning and strategic reflection. The evaluation aims to trace the changes in AFD’s interventions in the irrigation sector between 1983 and 2017, on the basis of a sample of 103 projects in some 20 countries.
The evaluation is organized around the OECD/DAC evaluation criteria: relevance, effectiveness, efficiency, sustainability and impact. The conduct of the evaluation, under the supervision of a Reference Group, was as follows;
- Inception: development of tools, including the evaluation matrix based on documents and interviews with key people
- Documentary phase: based on the analysis of project documents and strategic elements produced by AFD, preparation of a documentary evaluation report, with identification of hypotheses to be validated and information to be collected subsequently
- Data collection phase: 3 country case studies in Morocco, Senegal, and Cambodia; 2 tabletop case studies on the issue of water commons and public policies
- Conducting about 100 qualitative interviews with people in the sector
- Analysis phase: elaboration of evaluation findings and co-construction of recommendations in the context of an internal AFD workshop
- Participation in the public session to present the evaluation report
- Dissemination and publication of the evaluation report, case studies and synthesis
