Technical Assistance and Support to the Water and Sanitation Sector Reform

The French Agency for Development has received a delegation of 13 million euros in funding from the European Union to implement a five-year project supporting Lebanon’s water and sanitation sector reform. AFD has recruited technical assistance to help execute this project.
The project aims to build the capacities of Lebanese sector stakeholders to fulfil their roles as service operators (the Regional Water Establishments – RWEs) and supervisory authority (the Ministry of Energy and Water – MoEW), as well as to support institutional and sector dialogue. The project has adopted a change management approach to support stakeholders make a sector paradigm shift from an infrastructure-based approach to a sustainable service-based approach.

Type of service provide :

  • Mandate 1: providing technical assistance to the project manager: (i) general project management; (ii) MoEW capacity-building on sector monitoring and RWE supervision; (iii) RWE capacity-building (performance framework, structuring of contracts with operators, etc.); (iv) maturation of CIP projects; and (v) coordination between national sector stakeholders;
  • Mandate 2: managing the Study and Technical Assistance Fund (STAF) to appoint and supervise short-term experts for specific studies or services (preparing Water Code by-laws, conducting pricing studies, determining project feasibility, defining capacity-building plans, updating planning tools, etc.);
  • Mandate 3: supporting AFD with conducting: (i) coordination activities with development partners and national stakeholders; and (ii) sector communication activities (organizing workshops and events, setting up a national sector observatory, strengthening communication tools for users and the public, etc.).
